I - Nancy called meeting to order.
II - Secretary's Report
Minutes posted. Dave made a motion to accept the minutes and Cindi seconded the motion. They were adopted.
III - Treasurer's Report
Cindi made a motion and Arnette seconded it to accept the report. All approved.
IV - Captain's Report
- Survey: Tabulation in progress, 71% response rate. Trend is improvement needed in all 3 categories. Solutions lean toward fixing things by a recruitment drive, hiring a county EMS coordinator to handle training, and requiring a duty shift of all operations members. More detailed results to come.
- ID badges: Finally received from county. Distributed to members present.
- RGH Maternity closure: No formal policy issued by the hospital, in spite of promises. New reports indicate hospital is turning away maternity patients from the ER. Mid-Co.'s policy is this: For routine labor and deliver- take patient to Memorial Regional (not the closest, but has a hospital on the way and good roads to get there). Maps to be provided as soon as my computer comes home from the shop. For at - risk pregnancy (no prenatal care, substance abuse, sick mother, pre-eclampsia), especially with imminent delivery- take patient to RGH-ER. For complicated delivery (placenta abruptio, previa, cord prolapse, etc.) contact RGH-ER for instructions; if time to hospital is > 20 minutes, call for medevac immediately.
- Training: Had a wonderful OB refresher class at CVRS last Saturday. About 12 people from Mid-Co. and Northumberland showed up; nobody from Callao. Thirds and drivers can always benefit from Suzanne Tolson's training classes. Her teaching technique is top-notch. VAVRS drill at Westmoreland State Park is scheduled all day Sat. March 20th. We are sending a unit. This is an excellent opportunity and I'd like to see more than the usual turnout.
- The calls for the month of Feb. and the run report hasn't been posted because Cindi's computer is in the shop.
- Terry Blackstone is in EMT course and Dave R. is new CT.
- AED batteries: 2 replaced. Current strategy probably overcharges them, resulting in an early death, so we have a new strategy for recharging. Check battery life indicator on both batteries in the defibrillator; replace only if indicator lights up 2 bars or fewer.
If only 1 battery needs changing, it will probably be #1. Here's how to swap it:
Remove #1 battery from defibrillator,
Move #2 battery to #1 position.
Place recharged battery in #2 well.
Put old #1 battery back in charger

- Approval given for Nancy to submit grant application to Philip Morris for first response vehicle (4-wheel drive, SUV). Herb made a motion and Shirley seconded it.
- Dan T. made the motion to accept the By-Laws change and Ed G. seconded it. Discussion followed and all approved.
- The Bylaws discussion revealed a need to launch a recruitment drive. Mike, Cindi, Jeff, Dan T., Nancy, Cadet and one from Auxiliary to be on a Recruitment Committee.
